Legislature Update - 02/17/12
It’s been another busy week here in St. Paul. On Wednesday evening, I had the honor of attending the State of the State Address given by Governor Dayton. Governor Dayton’s number one priority for Minnesota this session is job creation, and I look forward to working together with the Governor to make sure that this priority becomes a reality. Growth in the private sector is what I am looking to in order to solve the economic problems facing our state as well as provide relief in taxes and regulation. Read more...

Thank You For Your Involvement - 02/10/12
Thank you to all who attended the SD 52 precinct caucuses last Tuesday. I had a great time being able to speak with some of you at caucus night and was very happy to see your involvement at the local level. I also attended the State of the City Address in Hugo on Tuesday. Yesterday the House Committee on Higher Education Policy and Finance heard from the University of Minnesota President Eric Kaler. Longest Shutdown in U.S. History Has Ended - 07/21/2011
Now that the longest shutdown in U.S. history has ended, Minnesota can return to business—but I am happy to say it won’t be business as usual. The final compromise between the legislature and governor, in addition to not raising taxes, implements a number of reforms to control future spending, prioritize students and protect our state’s constitutional obligations to its citizens. Special Session - 07/20/2011
Today Governor Dayton called us back for a special session to pass a balanced budget that will end the shutdown. We have kept our word of balancing the budget within our means. The State of Minnesota has $34 billion dollars in our General Fund. We have spent the $34 billion while increasing spending in education, protecting veterans programs and streamlining the delivery of our health and human services. The most encouraging portion of this deal is that we did not raise taxes. Read more...
Legislature Is Hard At Work to Resolve the Budget Deficit - 07/13/2011
As people across this state continue to suffer under this unnecessary shutdown, the legislature is hard at work to resolve the budget deficit while protecting Minnesota families. Just yesterday Republicans in the Minnesota Legislature asked Governor Dayton to call a special session to finalize details on six budget bills that would put 16,000 people back to work. We also continue our call for a lights-on budget bill for the areas of state government not financed by the six bills. Read more...

Government Shutdown - 07/01/11
I am disappointed that a solution was not reached and we are now experiencing an unnecessary government shutdown. We presented the Governor with a balanced budget in May. We have compromised with the Governor in the last three weeks numerous times by offering to fully meet his funding requests for K-12 Education, the Judiciary, and Public Safety. Isn’t a Six Percent Increase In Revenue Enough? - 06/17/11
We have given the Governor two compromise proposals at this point. The first was last week to meet his funding requests on K12 Education, Courts and Public Safety. Those three budgets make up almost fifty percent of the total budget. The second proposal, offered yesterday, would eliminate the Republicans’ request for tax relief. In exchange Republican leaders have asked Governor Dayton to drop his request for a tax increase. Read more...

As summer heats up, so does the discussion on the future of Minnesota at the Capitol while we wait for Governor Dayton to accept our compromise of a $34 billion dollar budget - a six percent increase from last biennium’s spending. Our budget proposal is a common sense approach to balancing the budget while spending only what we have. Unlike Governor Dayton who wants to increase government spending through tax increases, we have offered a plan that increases education funding and protects veterans, the elderly and Minnesota’s most vulnerable, without raising taxes. The End Of Session Is Here - 05/23/11
The final hours of the 2011 session are here. With little time left to ignore the economic reality facing Minnesota families, I am proud to stand by the Republican budget proposals that balance the budget without raising taxes and have government living within its means. We have done the hard work necessary to structurally reform government and reduce wasteful spending. We have met the governor more than halfway in this process. Current spending is approximately $32 billion; our proposal that includes tax relief for families and businesses is $34 billion. Conference Committees Finalize Proposals - 05/06/11
With the policy and fiscal deadlines fast approaching, conference committees are working to finish their recommendations for a final, balanced budget proposal. As a member of the conference committee on Higher Education, I am pleased to report we are building a plan that will maintain the highest quality of education while having government live within its means. I have met with several members from the University of Minnesota and from Minnesota State Colleges and Universities and heard them share that early budget proposals from the legislature allow them to plan more efficiently. Dettmer Appointed Onto The Conference Committee For Higher Education - 04/14/11
I am honored to announce my appointment onto the conference committee for Higher Education. The conference committee process is a legislative effort to resolve outstanding issues with the House and Senate budget proposals before their final presentation to the governor. Throughout the process I will stand by our students and continue to advocate for a strong education system that still has government living within its means. Although our proposal for Higher Education does contain reductions, I believe that it is the perfect opportunity for our MNSCU schools and the University of Minnesota to embrace innovation and creative solutions for the 21st century student population it serves. House File 998 Would Make Human Cloning Illegal - 03/21/11
As I mentioned last week, I retired from the U.S. military after twenty-five years of service to this great nation. What I did not know however, is that my twin sons and daughter had quite a few surprises in store for my wife and me. First being that my son, Maj. Rob Dettmer and his family flew up from Texas to join the festivities, my daughter and granddaughter also flew up to surprise me. Most remarkably, we were able to video chat, live, with our son Maj. Travis Dettmer who is currently serving in Afghanistan. Having my entire family together on this momentous day meant a great deal to me. I am honored to part of the proud, valiant and heroic history of our armed forces. Read more...

Last weekend I was able to work at the Minnesota State High School Wrestling tournament. Having been a wrestling coach for over thirty years, it was an honor to be a part of such a wonderful athletic tradition. Congratulations should go out to Coach Pierce, his staff and the five Ranger wrestlers for their performance at the state tournament. I am especially proud of Michael Pleski, Tyler Isaacson and Ben Morgan for earning All State honors for their performances. Read more...

Budget Forecast For The State - 03/07/11
Last week the office of Minnesota Management and Budget released their budget forecast for the state. The current deficit sits at $5.1 billion, down from the projected $6.2 billion. This is a positive sign that the economy is rebounding. Chief Economist Tom Stinson attributes the change to the extension of the Bush Tax Cuts by President Obama. By allowing businesses to grow and expand jobs we have seen revenue increase. Now is the time to build a business friendly environment which will cultivate a solid foundation for Minnesota and put the 200,000 unemployed Minnesotans back to work. We must do the hard work now so that when the economy does fully rebound, Minnesota is poised to be a stronger, more efficient state that delivers enhanced services that improve our quality of life without compromising fiscal responsibility. Helping Veterans Continue Their Education - 02/25/11
This week we made great strides in helping veterans continue their education. House File 384, the Veterans Higher Education Assistance Program bill, will continue a program that provides placement of a full- or part-time staff on higher education campuses to assist veterans in applying for the GI Bill and other educational funding. These councilors provide information and advice regarding enrolling, registering, transferring military credits and other necessary information for entering into and successfully pursuing higher education. Nearly 62 college campuses across Minnesota have centers and advisors specifically tailored to assist the estimated 12,000 students who are veterans currently enrolled in an institution of higher education. This week Governor Mark Dayton unveiled his budget for the state. Once again the Governor has highlighted his desire to burden Minnesotans with higher taxes. With the economic challenges facing Minnesota, it is simply irresponsible for the Governor to believe that the answer to balancing the budget is spending money we do not have. Other states have taken measures to have government live within its means. The Great Budget Compromise - 05/17/2010
It took a short special session, but we balanced the $3.1 billion budget deficit without raising taxes. Legislative leadership has been scrambling to find a solution ever since the Minnesota Supreme Court released its decision overturning Governor Pawlenty’s unallotments. On April 20, a line was crossed at the legislature. At a conference committee hearing to discuss Minnesota’s Race to the Top application, several of my Republican colleagues found themselves without a seat at the table. This is not unprecedented. Conference committee hearings can be crowded because members of both the House and Senate meet together. The Fight Against Lyme: An Update - 04/05/2010
The thousands of Minnesotans battling Lyme disease have one less thing to worry about. Patients are now free to decide with their doctors on the best means of treatment. The Bonding Bill - 03/18/2010
On March 11, I voted against another billion-dollar plan, but it passed the House again. The price tag for the state is closer to $1.5 billion when factoring in the debt service over the life of the bonds. This bill is essentially the same bill that passed in February but was held up by legislative leadership after Gov. Pawlenty threatened his veto pen. A few projects were shifted around and some things the Governor specifically wanted were added in hopes he would be willing to sign. Read more...

The Revised Budget Forecast - 03/03/2010
St. Paul, MN—Minnesota Management and Budget released their revised budget forecast on Tuesday, and while things look a bit better in the immediate future, they are still far from good. The projected deficit for the current fiscal year has dropped to $994 million. This is $209 million less than the November forecast, but, despite this change, Minnesota still faces major challenges. The Minnesota Department of Transportation is under fire from racial and ethnic minority groups for the agency’s repeated failure to meet contracting goals through the Disadvantaged Business Enterprise program (DBE). Their protests staged outside MnDOT’s headquarters earned publicity for their cause, but the media coverage left out one important fact: The DBE is supposed to also help businesses owned by persons with disabilities, but in reality it puts them at a greater disadvantage. Take A Hard Look At The State Budget - 03/04/2009
This week state economic officials released the February Budget Forecast which will serve as the primary basis for the calculation of our state’s budget for the next two years. This forecast confirmed what has been known for some time now: our state will face a near historic budget gap between spending and revenues. The actual budget deficit will be a projected $6.3 billion. This staggering number is lessened slightly by factoring in nearly $1.8 billion of federal money coming to Minnesota as part of the latest round of stimulus packages coming from Washington. Q-Comp Is Showing Promise - 02/16/2009
Recently the non-partisan Office of the Legislative Auditor released an audit of how well the ground breaking Q-Comp program is doing. I heard the audit and the response by Commissioner of Education Alice Seagren in Committee.
